June 2014 The St Joe. County Advisory Council ruled that whips will not be allowed in the make-up or gate areas leading to the Horse & Pony Riding Arena at the St. Joe County 4H Fair and 4H Club sponsored shows. Riders are allowed to use crops or bats.
